Cap and Trade Legislation May Be Boucher's Achilles Heal

Rick Boucher has represented Southwest Virginia in Congress for the last 28 years, but many pundits believe he may lose this November. What makes Boucher so vulnerable this year?

As a member of the House Energy and Commerce Committee, Boucher was instrumental in crafting the Cap and Trade legislation, which could result in massive job cuts in Southwest Virginia’s coal industry while raising electricity, gasoline, and heating prices for all consumers. The bill is now tied up in the Senate, but no thanks to Boucher who pushed for it in the House.

It is true Obama is unpopular in the 9th, but that alone won't sink Boucher. Rather I think it will come down to Boucher's cap and trade bill which will be the final straw for most voters in the 9th.
